Born in London. He was the son of Adolphe Joseph Boucneau (1820-86) who came from a family of stonecutters in Rance, Hainaut province, Belgium. His father established a successful firm of marble merchants in Warren Street and sometime before 1881, his older brother Adolphe Joseph Henry (1863-99) joined his father in the business. Victor became a sculptor and exhibited at the Royal Academy and Liverpool Autumn Exhibition. He moved to Devon before 1911 and was living on private means. Victor died in Devon in 1934.
