Born and died in Worcestershire. He was the son of the sculptor Joseph Stephens I (1773-1834) of Worcester and the grandson of William Humphries Stephens (born 1737). The younger Joseph attended the Royal Academy Schools in 1828 on the recommendation of Francis Chantrey. He lived and worked in London in the early 1830s. After his father's death he continued the successful family business in Worcester and was a prolific statuary. He did not marry and his executor was the city surgeon.
