Born in Brighton, Sussex. He was a member of the Pepper family of wood carvers and sculptors who worked in the Brighton area. William Reynolds was the son of William Pepper (born c.1807 in Folkestone, Kent) and the nephew of Sampson Pepper (1816-1903) and Montague Pepper I (1821-1854), wood carvers. William Reynolds' brother, John Joseph (c.1839-1909) also became a sculptor, probably a monumental or architectural sculptor working from Brighton.
William Reynolds Pepper entered the Royal Academy Schools in 1852 and appears to have lived with his uncle, Montague. He made a memorial at the church of St. George, Brighton. By 1901 William was describing himself as a portrait and animal painter as well as a sculptor. He died in Plaistow, Essex.

Exhibited 6 times, six works (portrait busts and a medallion). It is possible that the Portrait bust of an infant (marble, cat. no. 1278) exhibited in 1857, which Graves lists under William Pepper Jnr is in fact the work of his father.
