Born in London, Middlesex. Baptized on 18 July 1819 at St Pancras Old Church, Pancras Road. He was the son of the prolific monumental sculptor, Samuel Manning Snr (1786–1842) and the grandson of Charles Manning (1776?-1812) a 'statuary' who worked in partnership with John Bacon the younger (1777-1859).
Samuel Manning Jnr probably trained in his father's workshop. In the early 1830s he won several medals from the Society of Arts. He exhibited portrait sculpture in the 1830s-40s and continued his father flourishing monumental practice on the latter's death in 1842.
