Born in London. His older brother was the sculptor Robert Ball Hughes (1804-1868).* Both Thomas and Robert were pupils of Edward Hodges Baily. Thomas exhibited at the Royal Academy 5 times between 1826-36.
*A separate record for Robert has not been made because he moved to the USA c.1832. He died in Boston.
