Born in Marlbrook, Herefordshire. He was working in Birmingham around 1841 and sometime before 1851 established a business in London. His son Henry (born c.1839 in Birmingham) was also a carver. By 1871 he was living alone with a married daughter. An apprentice living with Colley in 1851, Arthur Moon, who went on to own the St. Nicholas Stone Works in Guildford, was named as one of his executors.
