Born in Brighton. He was the son of Edmund Fox (born c.1789 in St Ann's, London), landscape painter. His younger brothers were Walter (born c.1827) an iron monger and Charles (born c.1829) a sculptor. The Cox family were living in Brighthelmstone near to the Pepper family of sculptors and wood carvers.
