Born in Camberwell, London. She was the daughter of Louisa E. Skinner who was born Dix, and was the daughter of an ironmonger. (Constance's father had died before 1891.) She studied at the Hammersmith School of Art between about 1900 and 1908. In 1900 she won a 'Junior Artisan Evening Exhibition', and Schools Art Scholarships in 1901 and 1903. In addition, Skinner won several medals in the National Art Competitions, including silver in 1904, bronze in 1905 and gold in 1908. A report in possession of the family from the 1908 competition reads:
"So high is the standard in the first named subject [modelling the human figure] that the examiners have given the unusual number of three gold medals, which have gone to Constance Skinner (Hammersmith), Jesse Riding (Liverpool), and Frederick J Wilkinson (Liverpool). Miss Skinner, who has twice won a silver medal, is the most accomplished and sensitive worker of the triad. Growing youth and soft palpitating flesh are admirably suggested in her work, and the lines of the figure have a natural rhythmic flow of much beauty..."
Skinner married in 1914 and exhibited under her married name of Pargeter after that. Her work was shown at the Royal Academy on six occasions between 1911 and 1932.
