Born in Dudley, Staffordshire. He was one of the principal model makers at the Central Interpretation Unit at RAF Medmenham during the Second World War. The Medmenham Collection has records of interviews with him about his wartime work.

Deeley is listed again as a teacher of sculpture in the 1946-1947 prospectus. He is still listed in the 1951-1952 prospectus, the final year sampled by this database.
