Sculptor
Born in Sutton, Lancashire. He was the son of Henry Baxter (born in Liverpool c.1831) a copper smelter employing 56 men and 57 boys in 1871. Frank was educated at Eton College. In 1891 he was working as a manager in the family chemical works with his older brother Henry. By 1901 Baxter had married and switched profession to sculptor. His son Thomas T. Baxter (later a painter and sculptor) was born in France but a British subject c.1895. Based on the birthplace of Thomas, it is possible that Frank trained, or did part of his art studies in France.
