Born in Godstone, Surrey. She was the daughter of Joseph Highs (or Hight) Blundell, a company director. Phyllis studied art around 1911 and exhibited from about 1924 onwards. She has a bust of a man in marble dating from 1924 in the collection of Leeds City Art Gallery (it was presented by the United Leeds Hospitals to the gallery in 1972).
