Born in London. He was the son of Charles Warren (born c.1825 in Pimlico), cabinet maker and furniture carver and the brother of Charles H. warren (born c.1858 in London) cabinet carver. Herbert's son, Frank also became a wood carver by 1911 (born c.1894 in Hoxton, London).
