Born in Blackfriars, London. His father was Thomas Fisher (born c.1818 in Chelsworth, London), piano tuner. His older brother, Arthur, was a professor of music and two younger sisters, Helena (born c.1865) and Elizabeth (born c.1862) were artists, possibly painters and sculptors. Frank and both his sisters exhibited at the Royal Academy.
