Born in Rome. Married to Ellen (born c.1827 in Whitstable, Kent). Around 1900 he ran a business with his brother, Vincent (born c.1832 in Rome) at Upper Cheyne Row. However by 1911 Joseph was unable to work and Vincent had died four years earlier in 1907. Joseph's commissions included two statues of Saints Peter and Paul on the street elevation of the tower of Our Lady of Dolours, Fulham Road, London, which are signed 'J. Biglioski, sculp.'. He died at St. James Infirmary, Wandsworth.
