Born in Toxteth Park, Liverpool. He was the son of Philip Rathbone (born c.1829), an underwriter. Edmund practised architecture from about 1891 in the arts and crafts style. His works include remodelling the interior of the Liverpool Medical Institution and the interior of Sefton Court in Croxteth Gate.
