Born in Liverpool. She was the daughter of Edwin Stirling (1819-67), a Liverpool-based sculptor and Mary Stirling (c.1828-97), who seems to have taken over the management (or joint management) of the sculpture works after her husband's death. Evangeline listed herself as a sculptor in Kelly's Directory of the Building Trades (1886) working from her mother's address, suggesting she may have continued, or tried to continue, her father's business.
Prior to this Evangeline studied sculpture at the National Art Training School (Royal College of Art), London and was gold medallist in sculpture in her year. Between 1886 and 1908 she taught modelling at Cheltenham Ladies College. In 1891 or 1892 Stirling made a bust of Miss Beale (1831-1906) the leading educationalist and headmistress of the College, which was exhibited at the Cheltenham Fine Art Society in 1892 and later shown in Liverpool and London. Stirling exhibited regularly in the 1880s and 1890s and retired to Ulverstone to live with her older sister, Lucy, in 1908. When Lucy died in 1922 her effects were valued at £3,456 10s. 7d. and the principal beneficiary was Evangeline. The following year Evangeline emigrated to the United States, joining her brother and died there in 1930.
