Born in Westminster. He was the brother of Richard P. Fallon (born c.1845 in Westminster) auctioneer and surveyor. In the late 1870s Robert probably entered into a brief partnership with Theodore Phyffers or one of his sons - Felix (1850-89) and Victor (1856-99) - further details are given in the organisational record for the business and the personal record for Theodore Phyffers. After this Fallon studied at the Royal Academy Schools.
