Born in Quarndon, Derbyshire. He was baptised on 8 August 1827. His father was Thomas Fowke, no details about his occupation are known although he may be connected to the Fowke family of jewellers in Finsbury. By 1841 Thomas Fowke's father was dead and the young Thomas was placed temporarily in the British Orphan Asylum, Brixton. This turn of affairs appears to be confirmed by a bust Fowke exhibited at the Royal Academy in 1865 of Edward MacKenzie Esq of Fawley Court (cat. no. 1023) with the accompanying statement: 'To be executed in marble or bronze and presented to the British Orphan Asylum, Slough, by the artist.' At some point in the 1840s Fowke was reunited with his two siblings and their mother who had remarried in 1841. Thomas's stepfather was George Rogers (born c.1787 in London) a tobacco and snuff manufacturer employing 1 man in 1851.
It is probable Fowke was a pupil of William Behnes since the younger artist used the sculptor's address when exhibiting at the Royal Academy between 1851 and 1854. During the 1850s Fowke studied at the Royal Academy Schools and was awarded a silver medal. He exhibited regularly for eighteen years but by 1871 was describing himself as a market gardener. A few works date from after this but no information about his later life has been traced so far. A possible death date of 1887 has been given.

This is probably the correct Thomas Fowke, based on his portrait of Edward MacKenzie Esq of Fawley Court, which was exhibited at the Royal Academy in 1865 (cat. no. 1023) with the accompanying statement: 'To be executed in marble or bronze and presented to the British Orphan Asylum, Slough, by the artist.'
