Born in Clifton, Bristol. Son of Samuel Charles Fripp (1812-82), architect and sculptor. Innes studied at Bristol School of Art, the National Art Training School (Royal College of Art) and in Paris. He was an assistant master at the National Art Training School (1892-5) and taught drawing and painting at Lambeth School of Art (South London Technical Art School) (1894-c.1930). Fripp was also a drawing master at Queen’s College, Harley Street (the girl's school founded in 1848 by F.D. Maurice). He illustrated 'Human anatomy for art students' by his cousin, the eminent surgeon, Sir Alfred Downing Fripp (1865-1930). Between 1893-1946 Fripp exhibited 19 times at the Royal Academy of Arts. He died in London.
In the 1920s Innes designed a plaque for the Ancient Order of Froth Blowers (AOFB) - a charity set up by Albert Temple at the suggestion of Sir Alfred Downing Fripp. The charity flourished in the second half of the 1920s and raised considerable sums of money for the Invalid Children's Aid Association, which was distributed by Sir Alfred and his wife. The plaques, measuring about 30 x 18cms, show a baby in swaddling clothes standing in a niche. They were accompanied by donations of £500 from the AOFB to fund the annual running costs of a child's hospital bed. Some fifty were endowed, including cots in London, Birmingham, Bradford, Sheffield, Northampton and Leicester.
