Born at Anizy-le-Château. Initially trained as a goldsmith's apprentice. From 1840 Carrier-Belleuse was sponsored by Pierre-Jean David d'Angers to study at the École des Beaux-Arts. However he only stayed there briefly, moving instead to study decorative arts at the Petite École.
Between 1848 or 1850 and 1855, Carrier-Belleuse worked in England as a modelling instructor at Stoke School of Art and as a designer for Mintons and other companies including Coalbrookdale Ironworks and Graham & Jackson furniture makers.
On his return to Paris, Carrier-Belleuse exhibited regularly at the Salon whilst continuing to work for English companies. In the 1860s secured the patronage of Emperor Napoléon III and became immensely successful. He completed many public commissions and sold finished work directly through his studio and at auction. In December 1865 Carrier-Belleuse was appointed director of the state Manufacture de Sèvres. He died at Sèvres in 1887.

Atterbury and Batkin suggest that the artist moved to England in 1848 and began to work as a modeller at Minton. He continued to model for Minton, Wedgwood and Copeland after he returned to Paris in 1885: see 'Dictionary of Minton' (1990), p. 259.
