Born in Darlington, Durham. She was the daughter of Arthur Wadham (born c,1853 in Barnstaple, Devon), publisher and proprietor of an engineering journal. He left effects valued at £62,009 8s. 3d. at his death in 1923. Millicent was named in the will.
