Son of monumental stone carver, born Co. Tyrone and raised Dublin city. Taught in Leicester and Nottingham before returning to Dublin in 1902.
On his retirement in 1937, Sheppard established the Sheppard Memorial Prize, to be awarded at the end of each annual session, for a sketch model.
'Sheppard executed public statues and busts in Nottingham, Dublin and elsewhere', as listed in Appendix L to Report of the Committee of Inquiry into the work carried on by the RHA and MSA, Dublin, 1906.

'The College suffered a further loss by the death, on the 14th Sept., 1941, of Mr. Oliver Sheppard, RHA, RBS.
