Fraser first went to New Zealand possibly in 1901 but more likely in 1903. He taught at the Wellington Polytechnic till 1915, with a break between c.1908-10 when he studied at the Royal College of Art in London. Between 1915 and 1937 Fraser was based in Europe. After this he moved permanently to New Zealand and maintained a studio on Lambton Quay, Wellington until his death but was making little work in his last years.
