Born in Cheltenham, Gloucester. He was the son of Thomas Rutland, bootmaker born in London c.1827. Charles trained at the City and Guilds Art School and the National Art Training School where he won silver medals and a travelling scholarship which took him to Paris and Italy.
Until the early 1900s he seems to have travelled to carry out commissions or employment, for example in 1891 he was sharing accommodation in Northampton with the sculptor Robert Lindsey Clark and in 1901 he was in Lichfield, Staffordshire. However by 1904 Charles and his family moved to London were he remained for the rest of his career. He was married three times and had eight sons and three daughters. Three of the sons were all stone carvers and may have assisted their father: George, Thomas and Arthur Rutland (born c.1882, c.1884 and c.1885 in Cheltenham, Gloucester).
Charles exhibited regularly at the Royal Academy until 1931 and a work by him entitled 'Youth, time, eternity' (c.1915) is in the collection of Glasgow Museums and Art Gallery, Kelvingrove. In 1915 Rutland participated in an exhibition at the Georgian Hall at Waring and Gillow (180 Oxford Street) for the benefit of sculptors who had suffered during the war, twenty per cent of proceeds went to this cause and other sculptors participating included: Gilbert Bayes; William Hamo Thornycroft; Arthur George Walker; Kate Tizard; and Alfred Drury.
However the core of his practice seems to have working as a pointer for other sculptors. His obituary describes him as having been: 'greatly in demand by the leading sculptors of the day to execute their designs in marble or stone, and examples of his work in this kind are to be found in several churches and colleges.' These projects included working with Philip Lindsey Clark on the Southwark War Memorial (1921). He died in Wimbledon.

Charles Rutland may have worked for Robert Bridgeman's firm around 1901 because in the Census Returns he was a 'Sculptor' worker residing at 99 Birmingham Road, Lichfield. The major employer of sculptors in the city at that date would have been the Bridgeman firm. Rutland's son, George H. Rutland (born c.1882), resident at the same address, was a 'Stone Carver' worker.
