Born in Rutherglen. He started by training to be a chemist whilst working in chemical factory. However Rey lost his job and was instead apprenticed to William Vickers, stone carver and teacher at Glasgow School of Art. In 1922 his employer died and Rey entered into a business partnership with Vicker's widow to run the business.
After a year, Rey began studying at Glasgow School of Art, winning his diploma and the Keppie and Haldane Travelling Scholarship in 1926. After a brief spell teaching at Glasgow School of Art he was appointed head of sculpture at Leeds School of Art. Rey worked in Leeds between 1927-34 and then resigned his post to pursue an independent career in Bridge of Weir (near Glasgow) and London. He died in London.
