Born in Portsmouth, Hampshire (the 1911 Census Returns gives Glasgow as his birthplace but this is probably an error). Webb was a chief designer for the cabinet makers Collinson & Lock c.1885-97 and also designed wallpaper friezes for Jeffrey & Co. He specialised in intarsia and modelled plaster work. Webb lectured on the latter subject at the Art Workers Guild and Royal Institute of British Architects (1891). He exhibited regularly with the Arts and Crafts Exhibition Society and contributed three texts on furniture, wood and carving to the volume of 'Arts and Crafts Essays: by Members of the Arts and Crafts Exhibition Society' published in 1893. He may have taught sculpture at the Royal College of Art but this is uncorroborated.
