Born in Dundon, Somersetshire into a family of stone masons. His father, Joseph Witcombe (born c.1796 in Somerset) was a stone mason as was his older brother, George Witcombe (born c.1831 in Dundon). He settled in London before 1881 in Lambeth where he established a modelling and sculpting business.
