Born in Bermondsey, London in the autumn of 1860. He was the son of Daniel Bateman Fagan (c.1809-71, born in Manchester), a currier (leather worker). His mother was Elizabeth Fagan (born c.1820 in Stockton on Lees), annuitant. William was educated in Dulwich and then attended South London Technical School of Art (Lambeth School of Art) 1881-5 where he studied under William Silver Frith. Between 1915-1919 he served in the Royal Army Medical Corps at the 3rd London General Hospital with Francis Derwent Wood, and possibly also Frederick John Wilcoxson and Thomas Humphrey Paget.
Fagan was primarily an architectural sculptor who worked in bronze, stone and concrete. By the 1920s he had established a large workshop. Fagan worked on a number of English cathedrals, the Hamburg-American offices in Charing Cross, a memorial tablet to the Dutch marine artists Willem Van de Velde the elder and the younger, in St. James’s Church, Piccadilly, and the municipal buildings in Birmingham. War memorials by Fagan include a memorial tablet in St Mary the Virgin Church, Little Baddow, Essex (1920) and the memorial Upper Norwood, Westow Street, Upper Norwood, South London (1922). He may also have carved figure sculptures for the old P&O building in Cockspur Street, and some of the carvings on the façade of Bush House.
However his most important commission was the architectural sculpture scheme for Imperial Chemicals House, Millbank, architect Sir Frank Baines. (The large figure sculptures representing four industries on the fifth floor are by Charles Sargeant Jagger.) The ground floor entrance is Fagan's most visible contribution and comprises massive bronze doors (modelled on the baptistery, Florence) surrounded by architectural carvings on a maritime theme cut in granite. There are six relief panels on each door depicting advances in technology. The panels are paired with stone age technologies represented on the left contrasted with modern, industrial scenes on the right. The latter culminates (bottom right) with a scene showing the chemist, Michael Farraday lecturing to the Royal Institution. Fagan also completed the heads of scientists (primarily chemists) and industrialists on the keystones above the fourth floor windows which were commissioned in August 1927. These depict: Alfred Mond, Harry McGowan, Ludwig Mond, Alfred Nobel, Berthelet, Henry Cavendish, Antoine-Laurent de Lavoisier, Justus von Liebig, Dmitri Medeleyef and Joseph Priestley.
