Born in Westminster, London (Middlesex). He was the son of Edward Clarke (1821-1878), a wood carver and sculptor. Robert's younger brother, William (1853-1923) was also a sculptor. He and his family settled in Hereford before 1881 where he established a successful architectural sculpture business. Robert's son William E.H. Clarke became an architect.
