Born in Cheltenham, Gloucester or Worcester. He was the son of Richard Lockwood Boulton (c.1832-1905), a sculptor and architectural carver who established a successful business in Cheltenham. Around 1901 he was studying art and living on private means. Frank's older brothers were Lockwood Dutson Boulton (1857-1927), Thomas Dutson Boulton (1860-1932) and Gilbert Dutson Boulton (1865-1936). They worked for their father and took over running the firm on his retirement in 1893 (it continued in business until at least 1971). Frank may have travelled or even emigrated to Canada (awaiting confirmation).
