Born in Newcastle-upon-Tyne. He was the son of Ralph Hedley (1849-1913), a wood carver who established a very successful business and was a painter as well as a sculptor. Roger ran the family wood carving and architectural sculpture firm until the 1930s or 1940s when it was handed down to Ralph Hedley, probably a son or other relative.
