Born in Horbury, Yorkshire where he was baptised on 2 Sep 1827 in the church of St Peter and St Leonard. Samuel was based in Lambeth by 1851, working first as a stone carver and then as a sculptor. He exhibited thirty-four works at the Royal Academy between 1856 and 1892, primarily religious statues and statuettes but also some ideal works. His son Oliver Schofield Ruddock (1851-1916), was a student at the Royal Academy Schools and worked as a sculptor and then a manager of a cabinet works and wood working business. Samuel went blind by 1901 and was living with Oliver. He died in Wandsworth and was buried in Norwood Cemetery on 6 February 1903.
