Born in Leeds, Yorkshire. He was the son of Benjamin Plows a journeyman stonemason who settled in Westminster before 1851. William had a son Henry (born c.1861, Westminster) who also became a stonemason before 1881. There were a number of other Plows working as stonemasons or stone carvers in the Lambeth area in the 1880s: John Henry Plows (born c.1848 in London) and Richard Harry (born c.1854 in Pimlico), stonemason. It is possible John Henry was also a son of William. William Plows died in Lambeth in 1885.
