Born in Birmingham, Warwickshire between April and June. He was the son of Richard Lockwood Boulton (c.1832-1905, born in Thornton Dale, Yorkshire), sculptor and owner of a successful figure carving and sculpture business. An uncle was William Boulton (born Thornton Dale, Yorkshire c.1822), sculptor who in 1851 was a master employing 19 men in Southwark, London. His father, Richard, worked in Birmingham from the second half of the 1850s and then Cheltenham, settling in the latter town.
Thomas's older brother was the sculptor Lockwood Dutson Boulton (1857-1927) and his younger brothers were Gilbert Dutson Boulton (1865-1936) and Frank Cowley Boulton (c.1877-?). They worked for their father and on his retirement in 1893 took over running the firm (it continued in business until at least 1971). Thomas and Gilbert appear to have been the more successful and active of the brothers based on the descriptions of their households in the Census Returns and the value of their effects.
