Description: The 1929 'Annual Report' (Royal Society of British Sculptors) records that of the models submitted for the competition, that by Alfred Frank Hardiman was placed first by the majority of assessors. However, when photographs of his design were published in the press and 'met with considerable public opposition', Hardiman agreed to modify his design.
