Born in St. Mary's Parish, Shrewsbury, Shropshire. He was the son of Joseph Montford (possibly a cabinet maker) and Anna Montford. Joseph either died or left the family before 1851, after which Anna Montford worked as an upholsterer and a monthly nurse. Horace was apprenticed as a stone and wood carver (possibly to his older brother Henry who was a cabinet maker). Horace may have studied art in Manchester, where he was living with his mother and siblings around 1861.
