Born in Thornton Dale, Yorkshire. His father was Richard Boulton (born c.1796 in Yorkshire), a mason. William's younger brother, Richard Lockwood Boulton (also born Thornton Dale, Yorkshire c.1832), was a sculptor. Around 1851 the two brothers were working together in the Southwark area where William was a master employing 19 men. Richard then moved to the Midlands in the second half of the 1850s and worked from Birmingham and then Cheltenham where he established a very successful business. It is uncertain what happened to William after 1851, he may have died in Southwark in 1871.
